Updates from the Township of Seguin

Seguin Township Council approved updated site alteration by-law and tree conservation by-laws at the March 4, 2024 meeting (link to staff report to Council, page 253).  Seguin intends that these by-laws better protect Seguin’s lakes and ecosystems. The site alteration by-law now applies to all lands within 60 metres (increased from 20 m) of a shoreline and all lands zoned Environmental Protection (EP and EP1). This increase was identified at their meeting in January and deferred the decision until March 4.   The tree alteration by-law limits the destruction or injury of trees within 20 metres of a shoreline. Also on March 4, 2024, Seguin Township Council received a staff report (page 349) as an update on the short term rental situation in Seguin with a recommendation to maintain the status quo. Seguin will continue to rely on the “Quality of Life” by-laws (addressing noise, nuisance, parking, waste disposal, burning and fireworks) to address any related issue

Sugar Lake History Project Update

The writing team has continued to work diligently on the Sugar Lake History project all winter. Creating this historical account has been quite the learning process. Every step has been part of an interesting and rewarding journey. The book covers a broad scope and includes a significant number of graphics and photos. We are determined to make this project the best it can be!

We are also happy to report that we are very close to wrapping up the initial draft. We are currently chasing down a few missing details from our residents and community members. Once these final pieces are incorporated into the text, we will be sending it off to the publisher.

Thanks to everyone who has made a financial contribution to cover our up-front costs. If you have not donated yet and would like to, please e-transfer your donation to npleich@sympatico.ca or snail-mail it to:

President’s Message — PLEASE READ AND RESPOND!

Seguin Council is meeting on September 5, 2023. Under Business, the Council’s agenda includes discussion of a Draft Resolution on Shared Services & Governance Review (Prepared by Mayor MacDiarmid).

This is the resolution:

WHEREAS 6 of the Heads of Council of the municipalities in West Parry Sound have met to discuss the potential opportunities associated with shared services, (Carling, McDougall, Parry Sound, Seguin, The Archipelago and Whitestone), and

WHEREAS those municipalities who wish to continue the discussions agree there needs to be an in-depth review of each of the participating municipality’s assets, liabilities, strengths and weaknesses by an independent party to properly assess and quantify the opportunities and challenges associated with each potential shared service, and

WHEREAS entering into shared service agreements requires a complete understanding of the governance requirements associated for each municipality for each type of service, and WHEREAS an overall review of governance of the participating municipalities is appropriate as part of an investigation of the potential for shared services, and

WHEREAS it is recommended to examine and perhaps implement some shared services in advance of the 2026 municipal election,

THEREFORE BE IT RESOLVED THAT the Council of The Corporation of the Township of Seguin, hereby requests that the province appoint and compensate a third party expert to assist the participating municipalities in evaluating the opportunities associated with shared services and examine a simplified governance model for the region.

DRAFT Resolution No. 2023- Page 2 The Corporation of the Township of Seguin AND THAT copies of this resolution be circulated to the Hon. Doug Ford Premier of Ontario, the Hon. Steve Clark Minister of Municipal Affairs, the Hon, Graydon Smith MPP Parry Sound-Muskoka, the Councils of the Municipalities of Carling, McDougall, McKellar, Parry Sound, The Archipelago and Whitestone and, Wasauksing and Shawanaga First Nations Band Councils.

The “Whereas”s are all related to shared services. But the “Be it Resolved” includes a “simplified governance model for the region” in the scope of the review.

We have received comments indicating that this resolution, if adopted and the work is carried out, could lead to amalgamation of the participating bodies. There has not been, to date, any stakeholder discussions or opportunities for input about amalgamation.

Page 371 of the Seguin Council agenda package includes correspondence from Whitchurch Council, refusing to participate in any reviews related to shared services or simplified governance.
